As government officials throughout the fifty US states issue threats, cease-and-desist orders, and propose new legislation to ban sweepstakes casinos in the USA, we at SportsBoom decided to take a look at the subject of player satisfaction. Are these government-regulated casinos better, or are government officials doing a disservice for their constituents?

Our new study on the subject of player satisfaction at state government-regulated online casinos and sweepstakes casinos that operate outside gaming regulatory environments will surely surprise you. The results definitely surprised us.

We have poured through the data available on player satisfaction at reliable third-party sites, such as the Better Business Bureau (BBB) and respected sites like TrustPilot. What the data shows is that sweepstakes casinos enjoy much greater customer satisfaction than those online casinos promoted and regulated by state governments.

In fact, it's not even close. Sweepstakes casinos win by an overwhelming margin.

The Basics of Online Casinos in the USA

As a seasoned player of online casinos in the USA that has been playing off-and-on for the last twenty-eight years, I have seen lots of operations come and go. I have seen the good, the bad, and the ugly of this industry.

On balance, most online casinos are running legitimate businesses with fair games, and they pay players when they win. However, there are exceptions. Although small in number, there have always been shady sites out there that are either flat out thieves, or just incapable of running a business properly.

That was the case in 1998. It is still the case in 2025.

As someone who lives in the US and enjoys sweepstakes casinos, I try to be "in the know" on this kind of stuff. Not only do I play a lot online, but I also watch and participate in several online player groups on Facebook. We share info about new online casinos, lucrative bonus offers, and how long casinos are taking to pay winners. In some cases, we are alerting our fellow members about casinos that are paying slow, or not paying at all.

2025 has brought us an explosion in the online casino industry in the United States, and an equally large explosion in the amount of bonus offers to players, both with deposits and "no purchase necessary" freebie bonuses. Now more than ever, it is imperative to be educated about which online casinos are quality operations, and which ones are a waste of your time and/or money.

Not only is there an explosion in the number of online casinos available in the US market, but there are three types of them out there: 1) government-regulated online casinos sanctioned by state governments, 2) so-called sweepstakes casinos that operate as regular businesses with a model that complies with state sweepstakes laws, instead of gaming ones, and 3) online casinos that ignore the laws and operate in a non-transparent manner.

Our Study - Sweepstakes vs. Government Regulated

In our study, we decided to ignore the third group of casinos, those that do not attempt to structure themselves within the confines of the law, and focus on the two main groups of online casinos available for US players with some sort of checks, government-regulated ones and sweepstakes casinos.

Without studying the issue and solely relying on what bureaucrats and elected officials in the states say, you would undoubtedly come to the conclusion that the government-regulated sites are the ones where you are most likely to have a pleasant experience.

However, the data clearly shows otherwise.

To confront the research question, we pondered how we might be able to compare the two different products, government-regulated casinos and sweepstakes casinos. To do this, we looked at what real, non-governmental agencies had to say about these operations.

We were unwilling to consider any "government study" that would surely be used to make their own products look good, while making the sweepstakes casinos seem like poor options for players.

Likewise, we were not willing to consider any sort of study sponsored by a sweepstakes casino-aligned group. They have their own agenda too.

We did, however, find two great sources of info that allowed us to gauge player satisfaction, the trusted Better Business Bureau (BBB) organization that operates in the US to disseminate customer satisfaction, and third-party site TrustPilot, that is independent and widely used by players to share their experiences with online casino sites around the world.

State Government Regulated Casinos Fail Players

All around the USA, there are states getting into the online casino and sports betting game. Many are passing laws to protect their own online casino industry that has state regulation, while banning sweepstakes casino sites altogether.

One great example of this is the state of Connecticut, that voted 146-0 in the state house and 36-0 in the state senate to outlaw the sweeps casino sites. The bill was signed into law by the governor, leaving just two legal operators in the state.

Who were the operators still left standing? DraftKings and FanDuel.

If you flip on the TV in a state where they operate, no doubt you will be pummeled by their advertising, especially if you are watching a sporting event. All signs point to legitimacy and safety. However, what do their customers say?

Well, if you look at FanDuel corporate at the Better Business Bureau (BBB), you will see an A+ rating. However, that's quite deceptive, because there is a complete disconnect from that rating and the 281 customer review ratings at the BBB, where FanDuel has an average rating of 1.08 out of 5 stars. (Note that a rating of one is the lowest possible number a reviewer can assign.)

In fact, that A+ BBB rating looks even more suspicious when you take a look at TrustPilot, where the site gets nearly universal bad reviews from customers.

Fan Duel, licensed by Connecticut and other states, has absolutely horrible reviews from players at third-party site TrustPilot.

FanDuel has been reviewed by 705 players over at TrustPilot. Their average rating is just 1.2 out of 5 stars. That's possibly the worst we have ever seen in our time reviewing online gaming sites. In fact, it is even worse when you consider that a rating at TrustPilot must be a minimum of one star and a maximum of five stars. That means that, on average, FanDuel only receives 0.2 out of the possible four extra stars that each reviewer can assign.

Even worse, TrustPilot lists FanDuel as a "claimed profile," meaning that the company is fully aware that there is a collection of unsatisfied customers on the site. However, their TrustPilot page also states that they haven't even bothered to reply to negative reviews, meaning that the company doesn't even engage in trying to resolve complaints, nor rebut them.

DraftKings has received an "F" from the Better Business Bureau (BBB) and they have some of the worst TrustPilot reviews we have ever seen.

It gets even worse when we look at the other site licensed in Connecticut, DraftKings. DraftKings has gotten an "F" grade from the Better Business Bureau (BBB) and their reviews are equally terrible on third-party site TrustPilot. Like FanDuel, DraftKings has an average TrustPilot user rating of 1.2 out of 5 stars, earning the designation of "Bad."

Apparently DraftKings doesn't care too much what players say about them on the platform, as they haven't even bothered to claim their profile on the site.

We were curious if FanDuel and DraftKings were outliers, so we looked at other online casinos and sports betting sites licensed by state governments. The results were nearly universally the same; TrustPilot ratings from one to two stars out of five, and very few players reporting positive experiences.

Top Sweepstakes Casinos Excel in Reputation with Players

While our research found near universal disappointment from players with respect to the casino and sports betting operations licensed by various state governments (like FanDuel and DraftKings), player opinions on third-party sites like TrustPilot were incredibly different when we researched popular sweepstakes casino brands.

Unfortunately, as sweepstakes casinos are almost always headquartered overseas, they are outside the areas covered by the Better Business Bureau (BBB) in the USA. Because of this, we don't have any BBB grades for them. However, that has resulted in players gravitating to other platforms, providing us with even more available data from third-party watchdogs.

Although there are some smaller operations that do have poor ratings that look like those of FanDuel and DraftKings, they are not the norm. The largest players in the sweepstakes casino industry enjoy incredible reviews at TrustPilot.

We are not just talking about dozens, or even hundreds, of reviews either. Some of these sweepstakes casino sites have nearly 100,000 player reviews.

Additionally, when you look at the few negative reviews for many of these sites, you actually see engaged representatives of the company working to resolve player issues amicably. For example, although sweepstakes casino Crown Coins has not received many negative reviews, they have personally responded to 91% of them.
